He served as Dilma Rousseff's Minister of Defense (2011-2014) and Lula's Minister of Foreign Relations (2003-2010). Celso also spent time as the Permanent Representative of Brazil to the United Nations and the World Trade Organization and was a founding member of the Puebla Group, which brings together leftwing academics and politicians in a worldwide forum.
