When it comes to implementing modern software development techniques, one of the Defense Department’s biggest problems has been its own budgeting system. Turns out, agile development doesn’t fit neatly into the procurement, R&D and operations buckets the military uses to buy weapons. But Congress looks like it’s ready to expand DoD’s use of so-called colorless money for software. And Defense officials think it’ll be critical to future acquisitions – as long as the department doesn’t abuse its new spending authority. Federal News Network’s Jared Serbu has details.
