On July 17, 2024, the White House Council on Environmental Quality released a landmark report on new digital tools for modernizing infrastructure permitting and environmental review. The report, which was mandated by the Fiscal Responsibility Act, builds on efforts of the Trump administration to modernize permitting under the National Environmental Policy Act. The report tackles the obstacles created by the lack of transparency in the federal permitting process which needlessly increases the risk to investors while obscuring accountability in the democratic process. Harmonizing and expanding data collection by agencies and making that data publicly accessible in a central repository has been a bipartisan commitment of Congress and presidents going back to the administration of George W. Bush. This report is an important step forward in that effort. The United States is at a critical juncture. As Iran is inching closer to developing a nuclear weapon, it is imperative that we and our partners are prepared for the consequences. The U.S. does not want a war in the Middle East, but we also cannot afford to accept a nuclear-armed Iran. The nature of the Iranian regime, driven by its ideological goals, could cause Iran’s behavior to be more unpredictable and dangerous than the behavior of other states with nuclear capabilities. The United States must equip and empower our regional partners and allies to confront Iran, use our diplomatic and economic levers to put pressure on the Iranian regime, and, if necessary, develop and maintain the capabilities needed to destroy Iran’s nuclear facilities. Fentanyl is the "deadliest drug threat the United States has ever faced," according to the U.S. Drug Enforcement Administration . The Centers for Disease Control (CDC) estimates that 108,000 Americans died due to drug overdoses in 2023. Of those deaths, 75,000—or nearly 3 out of every 4—were caused by synthetic opioids, primarily fentanyl, according to the CDC. While the usual suspects, such as Mexican cartels, are aiding this crisis, another player across the Pacific Ocean is driving the crisis: the People’s Republic of China. Unknown to many Americans, the Chinese Communist Party is actively funding, supporting, and pushing America’s most deadly drug threat in history. Throughout the Cold War, NATO proved itself to be among the most successful alliances in history, deterring the Soviet Union and preventing an attack on its member states. Most NATO members then fielded larger and more capable militaries than they do now – militaries that were built up through decades of sustained investment by individual member states. After the end of the Cold War, too many NATO member states thought that it was “the end of history,” and defense spending took a 30-year hiatus, only really resuming in earnest following the Russian invasion of Ukraine in 2022. Now, some member states have stood up in a big way, hitting their spending goals and contributing substantially to the collective defense of the alliance. Kenneth Simon Center for American Studies is pleased to announce that Peter Robinson, Hoover Institution Senior Fellow and former speechwriter for President Ronald Reagan, will deliver the inaugural Lee Edwards Lecture in Conservative Leadership. The title of his speech is “How Ronald Reagan Won the Cold War.” The Heritage Foundation established the annual Lee Edwards Lecture in recognition of Dr. Edwards’s long service as a Distinguished Fellow in Conservative Thought at Heritage, during which time he wrote most of his 25 books about the leading individuals and institutions of the modern conservative movement. Dr. Edwards authored biographies of President Ronald Reagan, Barry Goldwater, William F. Buckley Jr., and Edwin Meese III, as well as histories of The Heritage Foundation, the Intercollegiate Studies Institute (ISI), and the conservative movement. His books have been translated into Chinese, Japanese, Swedish, and Polish. In addition to the many books he wrote, Dr. Edwards taught politics at the Catholic University of America for more than 30 years and was named a Distinguished Lecturer by the university. Securing essential resources is a critical national security priority. This imperative fuels geostrategic competition between the United States and the People’s Republic of China (PRC). However, over many years, the PRC has executed a plan to reverse roles by infiltrating and dominating the “green movement” embraced by many on the political left. To dissect this challenge, The Heritage Foundation’s Davis Institute of National Security and Foreign Policy is launching the “Chinese Handcuffs” project. These symbolic handcuffs represent the U.S. environmental agenda, which dates back to the 1970s but has accelerated significantly under the Biden administration. The Heritage Foundation is honored to announce that Professor John Yoo, the Emanuel S. Heller Professor of Law at the University of California at Berkeley, will deliver this year's Edwin Meese III Originalism Lecture for his speech titled, “Can Originalism Be Moral?” This annual lecture seeks to honor former Attorney General Ed Meese’s legacy of advancing an understanding and jurisprudence of originalism. When the Framers wrote the Constitution, “Their intention was to write a document not just for their times but for posterity,” Meese said in a 1985 speech to the D.C. Chapter of the Federalist Society Lawyers Division. Meese reiterated the theme of Original Intention in several speeches, warning of the danger of “seeing the Constitution as an empty vessel into which each generation may pour its passion and prejudice.” The Great Debate that he launched over three decades ago placed the idea of judicial originalism at the center of American jurisprudence and fundamentally altered the constitutional landscape of this nation. Today, originalism is no longer a novel concept; instead, it is now widely embraced in legal circles, including academia and the judiciary. Building on the work of Ed Meese, this lecture aims to continue the conversation he started and examine new trends and themes in originalist thought today. Hirsi Ali has received innumerable awards and honors for her courageous opposition to political Islamism and vigorous advocacy of the besieged Western traditions of freedom of religion, inquiry, and speech. Her Russell Kirk Lecture will be an important extension of her thinking to the current upheavals in the Middle East and in Western culture and politics. Ayaan Hirsi Ali was born in Somalia in 1969 and was raised there, in Saudi Arabia, and in Kenya. In 1992, en route to an arranged marriage to a distant cousin, Hirsi Ali escaped to the Netherlands, where she eventually became a leading member of the Dutch Parliament. She came to the United States in 2006, accepting a fellowship at the American Enterprise Institute, and became an American citizen in 2013. Her dramatic life story and the evolution of her political thinking are related in her best-selling books Infidel (2006), Nomad (2010), Heretic (2015), and Prey (2021). She is a prolific essayist, and her recent “Why I Am Now a Christian” ( UnHerd , Nov. 11, 2023) has attracted worldwide attention. Presently, Hirsi Ali is a research fellow at the Hoover Institution and founder of the AHA Foundation. The namesake of the lecture, famed scholar Russell Kirk (1918–1994), established the philosophical foundations of the modern conservative movement with his landmark books The Conservative Mind (1953) and The Roots of American Order (1974). He was instrumental in the founding of National Review and Modern Age and was for many years a distinguished fellow of The Heritage Foundation. Kirk’s political philosophy, summarized in his “six cannons of conservatism,” emphasized tradition and convention, transcendence and piety, political prudence, and ordered liberty. His application of those canons to contemporary issues, in a steady stream of essays, lectures, and newspaper columns, was always noteworthy and often provocative and controversial. America has been a notably hard-working society for most of its history—but has become much less so in recent decades. The Colorado Supreme Court ruled that former President Donald Trump should be struck from the ballot for violating Section 3 of the 14th Amendment, which applies to certain officials who have engaged in insurrection or rebellion. Every American has felt the effects of the staggering surge in inflation in the past few years. In the U.S. and other countries in the Organisation for Economic Co-operation and Development (OECD), the rise in inflation strongly relates to increases in transfer payments since 2020, the start of the COVID pandemic. Heritage Distinguished Fellow in Economic Thought Dr. Robert Barro has researched this significant inflation spike, and his conclusions may surprise you. Through a conceptual framework based on the government’s intertemporal budget constraint, we can see that the inflation surge is a way to “pay for” part of added government spending by depreciating the real value of public debt. In this framework, more spending triggers more inflation, but higher initial debt and longer debt duration mean lower inflation. This can explain recent inflation rates in 21 economies (20 non-European countries and the Euro area considered as an aggregate). The U.S. is not an outlier, with inflation and the spending surge both moderately above average. The bottom line? Recent inflation surges were triggered by the surges in government spending – i.e., expanded government caused inflation. This past year, the House Select Subcommittee on the Coronavirus Pandemic, chaired by Rep. Brad Wenstrup (R-OH), has conducted several outstanding oversight investigations into the performance of federal agencies that failed to respond effectively to the national medical emergency. These investigations revealed that federal officials failed to provide compelling information on the origin of the pandemic. They confused the public with mixed messages on the rationale and effectiveness of masking and provided weak scientific justifications for comprehensive vaccine mandates and extended school closures. Three federal agencies that have major responsibilities in responding to a national health emergency are the Centers for Disease Control and Prevention (CDC), the National Institutes of Health (NIH), and the Food and Drug Administration (FDA). Congress needs to reassess these agencies, clarify their roles and missions, and retarget funding, enabling them to cope more effectively in a future medical emergency. The Heritage Foundation’s Edwin Meese III Center for Legal and Judicial Studies is honored to announce that Judge James C. Ho of the Fifth Circuit will deliver our 16th Joseph Story Distinguished Lecture titled "Pressure Is a Privilege: Judges, Umpires, and Ignoring the Booing of the Crowd." The namesake of the lecture—the eminent jurist Joseph Story—became the youngest Associate Justice ever to serve on the United States Supreme Court when he was appointed by President Madison in 1812. Story made a significant mark on American law in his thirty-three years on the bench, but his greatest contribution to jurisprudence is his renowned Commentaries on the Constitution, in which he set forth a philosophy of judicial restraint. This lecture series celebrates his legacy.
