Bill Clinton delivered his second inaugural address on January 20th, 1997. The presidency of Bill Clinton helped shape the Democratic party into the 21st century. His image began to take a beating through the sexual misconduct investigations and subsequent impeachment, though his approval ratings remained surprisingly high. By the time he left office, it was in the mid-60s – beating out Reagan by a slim point.
