The popular phrase comes from traditions of days past, where rival kingdoms had an understanding that messengers, no matter what, would not be harmed. Else it would be seen as an act of war. Great kings had court jesters whose job description was to troll them in public and keep their feet to the ground! Welcome now to the clown world we live in, where the messenger is killed on sight and buried under cover as soon as possible, because why focus on the message when killing the messenger just 'makes the problem go away'.
